শিক্ষানীতির সহজ পাঠ

এবারের শিক্ষানীতি নিয়ে দেশের মানুষের অনেক আগ্রহ, খবরের কাগজ খুললেই দেখতে পাই, কোথাও না কোথাও সেটা নিয়ে সেমিনার বা আলোচনা হচ্ছে, পত্রপত্রিকায় লেখালেখি হচ্ছে। এটা খুব চমত্কার একটা ব্যাপার, দেশের মানুষ যদি দেশের শিক্ষাব্যবস্থা নিয়ে আগ্রহ প্রকাশ করে, তাহলে আগে হোক পরে হোক, আমরা চমত্কার একটা শিক্ষাব্যবস্থা পাব, এতে কোনো সন্দেহ নেই।
এ শিক্ষানীতিটা দাঁড় করানোর জন্য সরকার কিন্তু কোনো কমিশন তৈরি করেনি, সরকার একটা কমিটি তৈরি করেছে; সোজা কথায় সরকার এ কমিটির সদস্যদের বলেছে তাদের একটু সাহায্য করতে। শুধু তাই নয়, সরকার একেবারে গোড়া থেকে শুরু করে নতুন একটা শিক্ষানীতি তৈরি করতেও বলেনি, একেবারে পরিষ্কার করে বলে দিয়েছে, শিক্ষানীতি ২০০০-কে ‘অধিকতর সময়োপযোগী করে পুনর্গঠন’ করে দিতে। শুধু তাই নয়, সরকার এ কমিটিকে একেবারে সময় বেঁধে দিয়েছিল, কমিটি তাদের প্রথম মিটিং করেছে ৩ মে, কাজ শেষ করেছে সেপ্টেম্বরের ২ তারিখে। কেউ কেউ একে এক ধরনের তাড়াহুড়ো মনে করতে পারেন, কিন্তু আমার কাছে মনে হয়েছে, এটা খুব ভালো একটা পরিকল্পনা। সরকার যদি ডিসেম্বরের ভেতর কাজ চালানোর মতো একটা নীতি দাঁড় করিয়ে ফেলতে পারে, তাহলে একে বাস্তবায়ন করার জন্য হাতে চার চারটা বছর পেয়ে যাবে, যেটা আগে কখনো কেউ পায়নি। সবচেয়ে বড় কথা, এ শিক্ষানীতিটা আগামী ১০০ বছরের জন্য পাথরে খোদাই করে ফেলা হচ্ছে তা নয়, এখানে পরিষ্কার করে বলা আছে, সময় আর অবস্থা বিবেচনায় এতে প্রয়োজনীয় রদবদল করা যাবে। এটা হচ্ছে শুরু।
শিক্ষানীতি পুনর্গঠনের যে কমিটি করে দেওয়া হয়েছিল, আমি এর একজন সদস্য ছিলাম, সরকারকে খসড়াটা না দেওয়া পর্যন্ত আমরা এটা কারও কাছে প্রকাশ করিনি। আমরা সরকারের তৈরি করে দেওয়া একটা কমিটি মাত্র, সরকার চাইলে আমাদের খসড়া নীতিটা নিজের মতো করে কাটছাঁট করে প্রকাশ করতে পারত—আমি ভেতরে ভেতরে সেটা নিয়ে এক ধরনের দুশ্চিন্তায় ছিলাম, কিন্তু সরকার তাদের ওয়েবসাইটে প্রকাশ করার পর আমি অত্যন্ত স্বস্তি ও আনন্দের সঙ্গে আবিষ্কার করলাম, সরকার আমাদের দেওয়া নীতিমালাটাই একটা দাঁড়িকমাও পরিবর্তন না করে হুবহু প্রকাশ করেছে। এখন নানা ধরনের আলোচনা, সমালোচনা, সুপারিশ আসছে, আমরা আশা করব, সরকার সেগুলো হাতে নিয়ে খসড়াটাকে চূড়ান্ত করে নেবে। শিক্ষানীতি কমিটি তাদের দায়িত্ব পালন করে দিয়েছে, একে চূড়ান্ত রূপ দেওয়ার জন্য সরকার কাদের দায়িত্ব দেবে আমরা এখনো তা জানি না।

Couple of news items:
I forgot who said this, “90% of what is needed for life I learned in primary school.” The parallel Bengali proverb “Jaar hoy na noye(9) taar hoyna nobbiye(90)”. I believe recent neurological research is providing some support for our experience ridden proverb. The axon that never carries a signal till the age of 9, usually shuts down for ever. Proper primary education is invaluable for the future of our country. Arguably, it is THE most important long term goal. Most will agree that right now, for the majority of the population, primary education is not creating the value that it should.
If I read the statement correctly, the Honorable education minister was coming from the disparity aspect of the primary education systems in Bangladesh. He mentioned that the syllabus will be same but can be taught in English for the English medium school. I applaud the thinking of creating level playing field at least at the primary level.
